FG to Spend N21.68bn on NAMA Headquarters in Abuja — Keyamo

The Federal Government will spend N21.68 billion on the first phase of the Nigerian Airspace Management Agency headquarters in Abuja, as Minister of Aviation and Aerospace Development, Festus Keyamo, performed the groundbreaking on Thursday, stating that the 30-month project aligns with President Bola Tinubu’s Renewed Hope Agenda and complies with the Public Procurement Act 2007.

Project Overview and Contract Details

Keyamo said the contract, awarded to NHD Interbiz Projects Ltd, is valued at N21.68 billion, inclusive of all taxes. He added that the contractor must deliver the project within 30 months.

According to him, the ministry will enforce strict quality standards and timelines as outlined in the agreement. He stressed that proper procurement, clear deliverables and defined performance obligations remain non-negotiable.

Furthermore, he confirmed that the process followed a transparent and competitive tender system in line with the Public Procurement Act 2007.

Alignment with Renewed Hope Agenda

Keyamo linked the project directly to the Renewed Hope Agenda of President Tinubu. He explained that the initiative will create jobs, stimulate economic activities and strengthen the protection of national assets.

In addition, he noted that the facility will boost investor confidence in Nigeria’s aviation industry. It will also support seamless movement of people and goods across the country.

Modernising Nigeria’s Air Navigation Infrastructure

The minister stated that the new headquarters will consolidate administrative and operational units of the Nigerian Airspace Management Agency into one purpose-built complex.

He explained that the structure will integrate executive management offices with a state-of-the-art Air Traffic Management Centre. As a result, the agency will improve efficiency, safety oversight and real-time operational responsiveness.

Moreover, the facility will provide a secure, technology-driven environment for managing Nigeria’s sovereign airspace.

Ending Operational Silos in Aviation Agencies

Keyamo observed that agencies under the ministry have operated in silos for years. However, the new headquarters will encourage collaboration, innovation and improved staff morale.

He described the groundbreaking as a deliberate action under Executive Order 12. Therefore, he said the project reflects the government’s broader infrastructure modernisation strategy.

NAMA Reaffirms Commitment to Excellence

Speaking at the event, NAMA Managing Director, Mr. Ahmed Farouk, described aviation as an interdependent ecosystem that requires strong partnerships.

He urged the contractor to deliver excellence and complete the project on schedule. He added that the foundation laid at the ceremony represents the future of air navigation services in Nigeria.
