10th National Assembly Misses 68 Legislative Commitments, Report Reveals

A new report released on Sunday by the AdvoKC Foundation revealed that Nigeria’s 10th National Assembly has failed to fulfil 68 of 92 legislative commitments made since its inauguration. The assessment, conducted through the Promise Tracker NG platform, evaluated the performance of the House of Representatives and the Senate across key sectors. The report found that the House achieved a 26.8 per cent fulfilment rate, while the Senate recorded 44.11 per cent. AdvoKC urged lawmakers to complete outstanding reforms before the Assembly concludes its tenure next year.

House, Senate Fall Short of Legislative Promises

The assessment tracked 56 commitments made by the House of Representatives and 34 by the Senate. These commitments covered healthcare, education, the economy, governance, security and political reforms.

According to the report, the House fulfilled only 13 commitments. It classified four as compromised, while 39 remained unfulfilled.

The Senate performed slightly better. It delivered nine commitments, while 12 were compromised and 13 remained outstanding.

House Performs Best in Healthcare

The House recorded its strongest performance in healthcare, achieving a score of 67 per cent.

Justice and security followed with 57 per cent. However, lawmakers recorded zero performance in the economy and jobs category. Governance and political reforms also performed poorly, scoring only six per cent.

Senate Records Better Results in Education

The Senate posted its highest score in education with 66.7 per cent.

Economic development and job creation followed with a score of 57.1 per cent. Despite these gains, several key legislative promises remain incomplete.

The report identified electoral reforms and constitutional amendments as major unresolved commitments.

Constitutional Reforms Remain Stalled

AdvoKC also highlighted constitutional amendments, youth inclusion and local government autonomy as major reforms that have stalled.

The organisation warned that delays in these areas could undermine governance reforms and public confidence in the National Assembly.

AdvoKC Urges Lawmakers to Protect Their Legacy

Project Director of AdvoKC Foundation, Habib Sheidu, said legislative agendas represent binding commitments to Nigerians.

“Legislative agendas are not merely aspirational policy wish-lists; they are solemn public covenants made with the Nigerian people,” he said.

Sheidu encouraged lawmakers to use the Assembly’s remaining year to complete outstanding reforms.

“With only one year left before the curtain falls on the 10th Assembly, our lawmakers still possess a vital window of opportunity to salvage their legacies, fast-track trapped constitutional reforms and deliver the transformational governance they promised,” he added.

Promise Tracker Promotes Accountability

AdvoKC explained that the Legislative Agenda Meter provides citizens with a data-driven tool for monitoring legislative performance.

The organisation said it will continue updating the platform to help citizens, civil society organisations and the media hold lawmakers accountable.

It added that the complete assessment reports for both the House of Representatives and the Senate are available on the Promise Tracker NG platform.
