The African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, as the champion of its Integrated Aviation Transformation Programme for Africa (IATP). The announcement came ahead of the Bank’s Annual Meeting in Brazzaville on May 28, 2026. AfDB selected Keyamo because of Nigeria’s aviation reforms, policy direction, and leadership in the sector. The Bank also confirmed a planned investment of $7 billion to modernize aviation across Africa.
Nigeria to Sign Letter of Intent With AfDB
As part of the program, AfDB invited Nigeria to formally sign a Letter of Intent during the Brazzaville meeting. The agreement will strengthen collaboration between Nigeria and the Bank on aviation development projects.
According to the Bank, Nigeria has shown strong commitment to transforming its aviation industry. The reforms introduced under Keyamo’s leadership reportedly influenced the decision.
AfDB Targets Major Aviation Growth in Africa
The Integrated Aviation Transformation Programme for Africa aims to modernize the continent’s aviation ecosystem. The initiative also seeks to attract private, institutional, and concessional funding for aviation infrastructure.
AfDB noted that African airlines currently account for less than three percent of global air traffic. However, the continent represents nearly 18 percent of the world’s population.
The Bank believes the program will improve connectivity, increase investments, and strengthen regional air transport systems across Africa.
Keyamo Expected to Drive Continental Aviation Agenda
AfDB expressed confidence in Keyamo’s ability to lead the initiative. The Bank praised his commitment, experience, and passion for aviation development in Africa.
With this appointment, Keyamo will help coordinate efforts aimed at improving airport infrastructure, airline operations, safety standards, and aviation financing across African countries.
Industry stakeholders expect the initiative to unlock new opportunities in trade, tourism, and regional integration.
