Yusuf Tuggar Links Insecurity to Land Imbalance, Unveils Economic Plans Ahead of Bauchi Governorship Bid

Yusuf Tuggar on Sunday told journalists in Bauchi that land imbalance between farmers and herders drives insecurity, including banditry. He spoke in Bauchi State while outlining his governorship ambition, explaining how, why, and when these challenges must be addressed through inclusive policies and economic reforms.


Land Use Imbalance Fuels Insecurity

Tuggar argued that unequal land distribution worsens tensions between farmers and herders. He stressed that population growth and encroachment on grazing routes increase conflicts.

Moreover, he warned against allocating vast farmland to individuals who fail to use it productively. Such actions, he said, displace small-scale farmers and destroy livelihoods.

As a result, many affected individuals turn to crime for survival.


Balanced Approach to Farmers and Herders

Tuggar called for cooperation between farmers, herders, and local authorities. He urged traditional institutions and local governments to play active roles.

In addition, he emphasized modernising pastoral systems. Proper management of grazing reserves and routes, he noted, will reduce clashes.

He also defended pastoralism, describing it as a legitimate way of life. According to him, transhumance exists even in developed countries.


Agriculture, Mining, and Outsourcing as Job Drivers

Tuggar identified agriculture, mining, and business process outsourcing as key sectors for job creation.

First, he said improved agricultural productivity will absorb a large number of unemployed citizens. Supporting pastoral systems will also boost rural economies.

Next, he highlighted the importance of local processing industries. These investments can create jobs and increase value addition.

Furthermore, he pointed to digital skills training as essential for young people. He cited India as a model for outsourcing-driven employment growth.


Pension Payments and Social Stability

Tuggar linked unpaid pensions to rising insecurity. He explained that neglected retirees struggle to support their families.

Consequently, dependants may resort to crimes such as kidnapping and banditry.

He promised to prioritise prompt payment of pensions and gratuities if elected. According to him, financial stability for retirees strengthens society.


Call for Inclusive Governance

Tuggar stressed that governance must prioritise citizens’ welfare. He warned against policies that benefit only a privileged few.

Instead, he advocated inclusive economic strategies and equitable land use. These measures, he said, will reduce poverty and improve security.


Conclusion

Tuggar presented a multi-sector strategy to tackle insecurity and unemployment in Bauchi State. He believes balanced land policies, economic reforms, and social welfare programs will drive sustainable development.
